An alpine pergola carries snow the moment you close the roof
A pergola in Vail lives a hard life. It was probably built to shade a summer terrace, it spends half the year under snow, and its posts and footings have been through a lot of freeze-thaw cycles. Enclosing it is entirely possible — and it is also the project where we say no more often than any other, because the existing structure has to be capable of something it was never designed for.
The distinction that matters is between glazing the sides and closing the roof. The first turns an open frame into a solid-sided one and adds wind load. The second turns it into a snow-bearing structure at altitude, which is a different conversation with a structural engineer at the centre of it.

The frame is surveyed before anything is designed
Post section and material, base fixings, footing type and depth where it can be established, beam spans, connection hardware and the current condition of all of it after successive winters. Timber that has been wet and frozen repeatedly does not behave like new timber, and a lightweight kit structure with shallow anchors is rarely a candidate for enclosure at this elevation.
Where reinforcement can bring the frame up to what the finished enclosure requires, that becomes part of the scope and the quote. Where it cannot be done economically, the honest recommendation is a purpose-built structure, and you get that in writing rather than discovering it once the glass is on order.

Two jurisdictions, and design review on top
Inside town limits, Town of Vail Community Development handles permitting and the town operates design review for exterior alterations, with additional standards in the village core areas. Outside town limits the Eagle County building and planning divisions have jurisdiction. Pergolas in this valley sit on both sides of that line, sometimes surprisingly, so establishing which office reviews your address is genuinely the first administrative step.
Add to that the associations and managed developments that govern much of the built stock here, each with its own architectural standards. We supply drawings and specification for those submissions and work to whatever comes back; we do not tell you what will be approved, and we would be wary of anyone who does.

Sides, roof, and the gap between them
Glazing the bays of an open-slat pergola gives you a wind-sheltered space that snow still falls into. In a lot of the country that is a reasonable compromise. In Vail it often is not, because a space that fills with snow is a space that needs shovelling, and the whole point of the project was usually to stop dealing with that.
So the roof question tends to be unavoidable here, and it is the one that pushes the project from a glazing job into a structural one. Price the two together, decide with the engineering in hand, and treat any quote that closes the roof without a structural assessment as incomplete.
Geometry, posts and what changes visually
Hexagonal and octagonal gazebos, tapered bays and posts a little out of plumb are the normal condition of a retrofit. Panels are cut to measured openings rather than standard sizes, and out-of-square is taken up in the track and jamb detail.
What does not change is the posts. Frameless glazing removes vertical framing between panels; it cannot remove the structure holding the roof up. If the goal is an uninterrupted view of the Gore Range, an enclosure of the existing pergola will improve it between posts but will not deliver it, and that is worth agreeing before design.

Can a standard kit pergola be enclosed in Vail?
Rarely, and usually not economically. Kit structures with light posts and shallow anchors were designed to shade a terrace, not to carry wind load on a solid side or snow on a closed roof at this elevation. We survey before quoting and will tell you plainly when a purpose-built structure is the right answer.
Is Town of Vail or Eagle County the right office for my property?
It depends on whether your address is inside town limits. Town of Vail Community Development covers permitting and design review within the town; Eagle County's building and planning divisions cover unincorporated areas. Confirming which applies is the first step, and those offices are the authority on it.
Do we have to enclose the roof as well as the sides?
Not technically — but in Vail a side-glazed pergola with an open slat top still collects snow, which is usually the problem you were trying to solve. Closing the roof makes it a snow-bearing structure, so it changes the engineering. Decide with the structural assessment in front of you.
How is freeze-thaw handled in the hardware?
Hardware and finish selection for an alpine installation is not the same as for a Denver back garden, and the maintenance interval is shorter. We specify for the environment and hand over a maintenance routine; ask for the manufacturer's documentation so you can see what is required rather than taking a general assurance.
